FUNCTIONS
1. Executing policies, plans, and programs on environmental matters defined in the law approved by the National Development Plan and National Investment Plan or by the Ministry of the Environment including regional entrusted upon the corporation within its jurisdiction in accordance with the law.
2. Serving as the supreme environmental authority in its areas of jurisdiction in accordance with mandatory norms, criterion and direction outlined by the Ministry of the Environment.
3. Promoting public participation in environmental protection activities, competent management of renewable natural resources and working towards sustainable development.
4. Coordinating the preparation of environmental plans, programs, and projects by all the different organizations and entities of the National Environmental System (SINA) in their areas of jurisdiction and specially advise the departments, districts and municipals of their territorial outline as defined in the environmental development plans and their programs and projects on environmental protection and renewable natural resources in order to assure harmony and coherency of policies and actions adopted by the different territorial entities.
5. Ensuring that environmental considerations are factored into decision making by all the entities within their areas of jurisdiction including their planning processes and territorial ordinance.
6. Establishing contracts and voluntary agreements with public, private and non-profit entities in their jurisdictions with the goal of protecting and defending environmental and natural renewable resources in order to execute best one or some functions apart from administrative functions.
7. Promoting and conducting studies and research on environmental and renewable natural resources issues with national organizations related and assigned to the Ministry of the Environment and with technical and scientific support entities from the National Environmental System (SINA).
8. Advising territorial entities on formal environmental education plans and executing formal and non-formal environmental education programs according to national policy norms.
9. Granting concessions, permits, authorizations and environmental licenses required by law for the use, exploitation or mobilization of renewable natural resources or for the development of activities that can or might affect the environment. Granting permits and concessions for forest development, concessions for the use of superficial and sub terrain waters and establishing sport hunting and fishing season.
This function will be developed according to paragraph 5 from article 31 law 99 of 1993.
10. Establishing in its area of jurisdiction permissible limits of emission, discharge, transportation or deposit of substances, products, compounds or any other material that might affect the environment or renewable natural resources and prohibit, restrict or regulate the fabrication, distribution, use, disposition or spillage of degrading substances to the environment. These limits, restrictions and regulations must be at least as stringent as those established by the Ministry of the Environment.
