11. Overseeing the evaluation, environmental control and follow up on activities of exploration, blasting, benefit, transportation, use and deposit of nonrenewable natural resources including port activity, excluding the competences provided to the Ministry of the Environment as other activities, projects or factors that might or could generate detriment to the environment. This function embraces the issuance of the respective environmental license. Functions referred in this numeral will be executed according to article 58 law 99 of 1993.
12. Overseeing the evaluation, environmental control and follow up on the use of water, soil, air and other renewable natural resources which covers spillage, emission or incorporation of substances or liquid residues, solid or gas state into waters, air, soil in either form. Including spillage or emissions that could cause damage or place at risk a normal sustainable development of renewable natural resources or restrict, obstruct its use for other uses. This function embraces the issuance of the respective environmental licenses, permits, concessions, authorizations and clearance.
13. Collecting contributions, rates, fees, tariffs and fines for the use and exploitation of natural resources according to the law. Establishing these amounts in its jurisdiction based on minimum tariffs determined by the Ministry of the Environment.
14. Overseeing mobilization, processing, and commercialization of renewable natural resources including coordinating with other Autonomous Regional Corporations, territorial entities and other policing authorities in accordance with the law and rules. Issuing permits, licenses and clearance for mobilization of renewable natural resources.
15. Administering any areas delegated in the national natural park system under order from the Ministry of the Environment. This administration could be performed with the participation of territorial entities and civil society.
16. Preserving, limiting, administering or eliminating integrated management districts, soil conservation districts, regional forest reserves and natural parks based on terms and conditions determined by the law and regulations including establishing regulations for their use and operation. Administering National Forest Reserves in its jurisdiction.
17. Imposing and executing with prevention and without prejudice competence attributed by law on other authorities, measurements of policing and sanctions determined by law in case of violation to the environmental protection norms and administration of renewable natural resources and demand according to pertinent regulations compensation for damages caused.
18. Organizing and establishing norms and rules for managing watershed basins located within its area of jurisdiction according to superior dispositions and national policies.
19. Promoting and executing irrigation projects, flood protection, regulation of water level, flows and land recovery necessary for defending, protecting and proper administration of watershed basins in its territory of jurisdiction. Including coordination with executing and directing organizations from the National Land Management System according to legal dispositions and corresponding technical previsions.
When is pertaining to irrigation projects and draining of waters that according to norms and regulations require an Environmental License it must be issued by the Ministry of the Environment.
20. Executing, administering, operating and keeping coordination with territorial entities, projects, sustainable development programs and infrastructure projects needed to defend and protect or decontaminate or recover the environment and renewable natural resources.
