21. Developing and operating the Environmental Information System in its area of jurisdiction according to criterion and regulation outlined by the Ministry of the Environment.
22. Undertaking activities of analysis, monitoring, prevention and control of disasters in coordination with other competent authorities and assisting them on environmental aspects on prevention and attention of emergency and disasters. Set forward with municipal and district administrations urban areas management programs in high risk zones such as erosion control, management of streams and reforestation.
23. Transferring the resulting technology from investigations that scientific research organizations advance on and national level technical support that conform part of the National Environmental System (SINA) and give technical assistance to individuals, private and public entities on proper management of renewable natural resources and preservation of the environment as stated by established rules in accordance with guidelines set by the Ministry of the Environment.
24. Imposing, distributing and collecting property taxes from the execution of public work perform by the Corporation. Establishing other rights in which charges could be made according to the law.
25. Advising territorial entities on the development of environmental projects funded by the National Royalty Fund and from other similar resources.
26. Acquiring private property, patrimony from public entities and bring upon a competent judge the expropriation of goods once the direct negotiating stage is fulfilled whenever necessary to comply with its functions or for the execution of works or projects required to comply with its functions and impose pertaining rights according to the law.
27. Supporting municipal councils and departmental assemblies on planning functions granted by the National Constitution.
28. Without prejudice to municipals’ and districts’ attributions pertaining to zoning and use of land according to and as established in article 313 numeral 7 of the National Constitution, the Corporation will establish general norms and maximum obligations that property owners shall comply with in suburban areas, hills and mountains in such a way to protect the environment and natural resources. Less than 70% of the area to be developed in such projects and shall provide for the preservation of natural existing vegetation.
29. The Corporation will perform its duties and functions in close coordination with territorial entities and with organizations that has assigned competent responsibilities.
30. Delegating in other public or private entities and legal representatives established as nonprofit entities functions without attributions for being an administrative authority. Sanctioning faculty is not delegated.
31. Setting forward with municipal and district administrations urban areas management programs in high risk zones such as erosion control, management of streams and reforestation including administering, managing, operating and maintaining executed works or those assigned or handed over by municipals or districts for these purposes.
32. Coordinating and advising municipals on permanent control activities and environmental surveillance carried out in the municipal’s respective territory with support of public enforcing authority in relation to mobilization, processing, use, exploitation and commercialization of renewable natural resources or degrading and contaminating activities in waters, air or land.
33. All other functions previously attributed to other authorities on matters of the environment and renewable natural resources within their respective competence not contradicting with the attributed by the National Constitution, territorial entities or differ from law 99 of 1993 or faculties assigned to the Ministry of the Environment.
PARAGRAPH.- In compliance with the above functions Corpochivor shall act in close coordination with territorial entities and organizations assigned competent responsibilities as with other entities from the National Environment System.
